Whisk together the flour, sugar, baking powder and baking soda.
Cut the butter into the dry ingredients until the flour looks like coarse sand.
Stir in the grated cheddar, green onions and one tablespoon of everything bagel spice.
Pour in the buttermilk and sour cream and combine until the dough is thick and shaggy.
Fill each muffin cup with approximately one tablespoon of batter. Add a teaspoon of cream cheese to each muffin cup and top each with the remaining batter. Top each muffin with more everything bagel spice. Bake for 18-20 minutes until the muffins are golden brown on top. Remove and cool.
